The difference you will make as Asset programme and Investment Manager

In this role you will be responsible for the strategic approach to programme and contract management, investment planning, data management, and sustainability for Riverside Scotland’s Asset management service. Leading an Asset team to develop robust quality assurance processes, and identifying, planning, and delivering the contractual requirements for the entire programme of Asset and building safety works for Riverside Scotland’s residential property portfolio of 2450 properties.

You will also responsible for developing a strategic approach in relation to housing stock investment, sustainability, & energy solutions, ensuring the development and implementation of relevant policies, procedures, and guidance, whilst considering industry best practice and ensuring the adoption and embedding of new and innovative ideas.

 

About you

We are looking for someone with:

  • Experience of managing the delivery of high quality and performing repairs and maintenance services provided by external contractors for a portfolio of social rented residential properties.
  • Experience of producing clear, well-structured reports for senior leadership teams, including Board level, to successfully inform decision making.
  • Experience of, and competency in, utilising Asset and Building Safety management IT systems, and extracting performance and programme data on a regular basis to inform contract and performance management

Role Profile

Accountabilities or “What You Have to Do”

  • Lead, motivate and develop an Asset team, to implement robust contractor management and quality assurance processes for the delivery of Riverside Scotland’s programmes of work for the repair, maintenance, servicing, major works, aids and adaptations, and building safety compliance for in excess of 2400 residential properties, to ensure delivery of a high quality and performing service.
  • Accountable Person for managing legal compliance in relation to asset and property with responsibility for understanding fire and structural risks in our properties and taking appropriate steps and actions to mitigate and manage those risks on an ongoing basis.
  • Comply with the Riverside compliance framework, key policy requirements and implementation of operational management plans, implement appropriate local controls, assurance testing and governance reporting.
  • Develop and oversee the delivery of all Asset works programmes, to ensure statutory and regulatory property condition, building safety, and energy efficiency standards are achieved across all housing stock, and work collaboratively with key stakeholders to secure access to available external funding streams to support this work, developing and submitting funding bids as required.
  • Develop a strategic approach to contract management ensuring the development and implementation of associated policies, procedures, and guidance, taking into account industry best practice and commercial requirements, ensuring the adoption of new and innovative ideas and solutions to ensure continuous improvement of the service.
  • Oversee the scoping, specifying, mobilisation, implementation, and ongoing review of all works programmes for Asset services, ensuring alignment to strategic and corporate objectives, acting as an escalation point for contract issues, ensuring effective and timely resolution, driving efficiency, ensuring contractual commitments are met and seeking out cost reduction opportunities on an ongoing basis with contractors.
  • Manage the Association’s Asset budgets effectively, developing annual revenue and capital budgets, five-yearly budget projections, quarterly budget forecasting, and monthly monitoring of programme spend in line with the Association’s Business Plan.
  • Oversee the day-to-day budget management processes across the Asset Team of raising and receipting works orders in accordance with the Association’s financial controls and systems.
    Act as an effective member of the Association’s Leadership team, contributing to the continuous improvement of service delivery, providing high quality written performance management and service development reports to the Senior Management Team and Governing Board on a regular basis.
  • Work in partnership and collaboration with wider Riverside Group Asset services, ensuring that Group wide systems, policies, and procedures are implemented across Riverside Scotland as needed, with specific reference to IT systems used for monitoring and reporting Asset and Building Safety compliance and performance.
  • Provide a consultative service to management colleagues, including the Head of Service and Managing Director on contractual and technical matters, providing expertise and professional support to the Asset Team.
  • Produce clear, informative, and meaningful reports as required including statutory and regulatory compliance reports and performance reports to inform decision making and identify performance improvements, always ensuring the accuracy and integrity of contract and performance data.
  • Manage internal and external stakeholders effectively, including Directors and Board members and other senior colleagues, providing advice and support, influencing, negotiating and building constructive working relationships to effectively deliver the Asset Management Strategy.
  • Manage the performance and development of the Asset Team, providing expertise, coaching and other developmental support as required, ensuring a quality service is provided and under performance is dealt with appropriately.
  • Ensure that all data protection requirements are met in accordance with the Group’s policy, procedures and statutory requirements.
  • Ensure that health and safety requirements are met in accordance with the Association’s policy, procedures, and statutory requirements.

Knowledge, Skills and Experience

Essential

  • Experience of managing the delivery of high quality and performing repairs and maintenance services provided by external contractors for a portfolio of social rented residential properties.
  • Proven track record of successful contract implementation and management for a portfolio of residential social rented properties.
  • In-depth knowledge of contract formation and contract types across Asset management and building safety services.
  • Comprehensive knowledge of general operating procedures within an Asset Management function.
    In-depth knowledge of building regulations, building safety, technical expertise, and the statutory and regulatory framework governing the repair, maintenance, and asset management of social rented housing across Scotland.
  • Experience of producing clear, well-structured reports for senior leadership teams, including Board level, to successfully inform decision making.
  • Experience of, and competency in, utilising Asset and Building Safety management IT systems, and extracting performance and programme data on a regular basis to inform contract and performance management.
  • Experience of successfully managing significant capital and revenue budgets in line with agreed financial protocols, and IT systems used for raising and receipting works orders.
  • Experience of successfully leading, managing, and motivating teams at a senior level, including managing team performance.
  • Effective stakeholder management, both internally and external to the organisation, including the ability to successfully persuade and influence others.
  • Results driven with strong analytical skills, including the ability to critically analyse complex information, and experience of providing meaningful management information.
  • Commercially aware with a focus on continuous improvement and the ability to drive change.
  • Customer focused with excellent communication skills, both verbal and written, with the ability to work at all levels within the business.
  • Excellent attention to detail with the ability to work under pressure, deliver to strict deadlines and manage conflicting priorities.
  • Evidence of using sound judgement when making effective decisions.
  • Proficient in the use of Microsoft Office.

 

Desirable

  • Relevant building qualification e.g. Higher National Certificate in Building, or equivalent.
  • Health and safety qualification e.g. NEBOSH General, or equivalent.
  • Relevant professional qualification.
