The Telecoms Manager will play a pivotal role in collaborating with our staff over 40-50 sites in Herts, Bucks, Essex and Norfolk to understand whether the current telecommunication solutions meet their requirements.

You will be integral in suggesting, developing and rolling out any new solutions that are identified and be the first point of call for everything telephony related.

You will be confident investigating issues; communicating with suppliers and tenacious in problem solving to help our staff get the most out of technology so they can support our service users and carers.

Main duties of the job

We’re looking for somebody with experience of working with telecoms systems; somebody with good project management skills who is able to identify issues and propose solutions for telecommunications.

You will be up to date with the latest technologies and want to implement innovative solutions that help improve productivity for our staff.

Troubleshooting issues and implementing changes with suppliers will be something you are keen to be a part of and working with all levels of staff to ensure telecoms systems are developed appropriately to support the activity of the services will be paramount in your thinking.

Job responsibilities

The Telecommunications Manager has responsibility for leading on the design, planning and management of the Trusts telecommunications, mobile and video surveillance systems in line with best practice and process.

With responsibility for the wide range of telecoms technologies employed, this is a pivotal role to ensure the stability, availability, integrity and security of the Trusts telecommunication systems.

The post holder will provide support to all clinical and operational services and other third-party specialists in resolving issues and will lead on all telecoms related changes and implementations.

The post holder will create and maintain a record of the different telecoms systems in use throughout the Trust and ensure all records are updated to reflect work carried out and changes implemented. This record will provide up to date contact details for support and change requests for all active telecom related suppliers.

Duties and Responsibilities

  • The post holder is required to lead on telecoms related projects including the planning, development and introduction of new telecoms systems. This will include the co-ordination of requirements from operational services, external suppliers and internal partners such as HBL ICT services.
  • The post holder will provide support for all aspects of telecoms systems.
  • The post holder in case of issues or outages will lead on working with the relevant 3rd part supplier to resolve in accordance with agreed SLAs.
  • The post holder in cases of issues or outages will undertake a full incident investigation and report on steps required to prevent similar issues from reoccurring in the future.
  • Provide pro-active guidance, mentorship, leadership and recommendations to the Trust

Clinical Responsibility

  • The post holds no direct clinical responsibility but where needed will support clinical staff in establishing processes and policies in line with best practice.
  • Work closely with clinicians, managers and other staff to ensure specific areas of service delivery are providing optimum quality of care in line with national healthcare standards and local healthcare targets.

Leadership and Staff Management Responsibility

  • Give due regard to the health and safety, well-being and interests of those who they come into contact with.
  • Act as a role model in providing a service to the Trust.
  • To participate in regular managerial supervision.
  • To carry out any other duties as appropriately identified by your line manager.

Financial Responsibility

  • The postholder will support the Head of IM&T Integration & Service Delivery with ensuring that projects remain in line with budget and will support the monitoring of spend.

Service Development and Improvement

  • Ensure telecoms systems are developed appropriately to support the activity of the services.
  • Ensure that procedures and contracts required are negotiated and in place, such as support contracts for Business Continuity and disaster recovery.
  • Understanding of vendor contracts and services, identifying telecommunication solutions that are cost-effective and flexible, coordinating with internal and external resources
  • Monitor developments in the telecoms market to forecast the opportunities for company products and services
  • Assist services in the development, implementation and evaluation of programmes.
  • Work with current staff to develop and promote the department philosophy, framework and strategic objectives. Consider how delivery will need to be altered in the different settings dependent on need
  • Work with current staff and colleagues to develop and demonstrate clinical expertise and high standards of mental health practice.

Communications

  • Provide effective management of individuals within any project team to ensure that staff are aware of the tasks required of them and are adequately skilled for their work. Responsible for facilitating the development of any additional skills, if necessary and in agreement with their line manager.
  • The post holder is expected to present information in an articulate and clear way, explaining complex issues, to a wide range of internal and external stakeholders.
  • Provide and update information on a monthly basis as part of the project monitoring system.
  • Work with members of the Team to investigate the causes of any variance from target/plan and proactively contribute to the implementation of solutions.
  • To liaise and negotiate with other agencies e.g. CCGs; Acute Hospitals; third party providers and the voluntary sector
  • Establish communication channels and mechanisms with customers to collect and combine input from all sources of projects
  • Communicate clearly, concisely and persuasively, both verbally and in writing.
