This is an excitingopportunity to join our skilled and resilient shared public health service workingacross the three neighbouring local authorities of Bedford Borough, CentralBedfordshire and Milton Keynes and serving a vibrant and diverse population of 770,000people. The health and wellbeing of residents is generally good but significantinequalities persist across both urban and rural areas and there are ampleopportunities to make a difference.

You will join our strongConsultant team to bring specialist expertise and leadership in healthcarepublic health, working closely with our partners in the Bedfordshire, Luton andMilton Keynes Integrated Care System. The ICS is committed to reducing healthinequalities and tackling the wider determinants of health, and there areexciting opportunities for you to influence and lead in areas such ashealthcare inequalities, prevention and population health management. You willlead our shared health protection team, including a focus on improving theuptake of immunisation and screening programmes. You will regularly deputise forthe Director of Public Health and will hold senior management responsibilitywithin the public health team.

Main duties of the job

This is a highly complex role working to protect & improve health &reduce health inequalities across three unitary authorities:

Providing specialistpublic health leadership & advice to the local health system, buildingrelationships with senior stakeholders and influencing strategic priorities inareas such as health inequalities, prevention, population health management,integrated care, individual funding requests, service prioritisation, programmebudgeting, clinical commissioning & pathway redesign

Ensuring continuous improvement of local immunisation & screening programmes (section 7A services) by leading an effective partnership with the regional commissioner and local stakeholders, coupled with close monitoring of local performance data

Strategic leadership,management & oversight of the local authority health protection function,including responsibility for leading the local authority response to healthprotection incidents, outbreaks and day-to-day operational delivery. They will beresponsible, on behalf of the Director of Public Health, for discharging thelocal authorities duties under the Health and Social Care Act (2012) toprotect the health of the population & ensure appropriate planning,resilience and response to public health emergencies

Leading a system-wideapproach to public health emergency planning, working closely with NHSemergency planning structures & the Local Resilience Forums

Job responsibilities

The post is subject to the core competencies asset out by the Faculty of Public Health for Consultant appointments and thepost holder will be expected to demonstrate expertise in all of them (seeAppendix A).

It is expected that the post holder will:

Be the localauthorities specialist lead for healthcare public health and healthprotection. Advising the Director of Public Health and providing specialist leadershipand advice to Bedford Borough, Central Bedfordshire and Milton Keynes Councils,BLMK ICB and ICS. Ensuring an evidence-based approach for the commissioning anddelivery of the local health protection and healthcare public health functions.

Identify localpriorities and influence the planning and commissioning of interventions toaddress those priorities and reduce health inequalities, seeking opportunitiesto secure additional funding for the delivery of evidenced based interventions toaddress local priorities.

Provide expert publichealth advice and guidance to BLMK ICB and ICS, including as it relates to theIndividual Funding Request Case Review Panel, Joint Prescribing Committee andBedfordshire and Clinical Priorities Forum.

Have responsibility forstrategic public health input into the development, implementation and deliveryof national, regional and local policies where necessary engaging withnational government departments and regional teams to provide constructivechallenge to such policies, based upon professional expertise andevidence-based practise.

Oversee monitoring ofthe epidemiology of communicable diseases and uptake of screening andimmunisation programmes and provide oversight of screening and immunisationprogrammes, working closely with NHS England and local providers to driveimprovements in uptake.

Chairthe Bedford Borough, Central Bedfordshire and Milton Keynes Health ProtectionCommittee, bringing together local and regional stakeholders to review systemperformance, develop inter-agency improvement plans based on local needs andinequalities, assure health protection emergency preparedness plans.

Lead the localauthority public health response to infectious disease outbreaks and incidents,non-infectious environmental hazards and chemical incidents, and assume overallresponsibility for day-to-day operational delivery of the local authorityhealth protection function.

Provide strategicleadership in delivering the assurance role of the Director of Public Healthfor arrangements to protect the health of the population from infectiousdisease and environmental hazards, working closely with NHS England, UKHSA andlocal partners to ensure robust systems are in place; including chairing the Bedfordshireand Milton Keynes Health Protection Committee.

Lead local publichealth emergency preparedness and ensure cohesive and effective management ofhealth risks to the area, facilitating the production of local sector-widehealth plans to respond to emergencies and contributing to multi-agencyemergency planning, working closely with NHS emergency planning structures andthe Local Resilience Forums.

Provide senior publichealth leadership as part of a senior multi-agency response to health protectionincidents and public health emergencies when required.

Provide strategicsystem-wide leadership on inequalities in communicable diseases, environmentalhazards, and screening and immunisation coverage; identifying priorities foraction across agencies and influencing stakeholders to implement appropriateactions.

Bea delegated budget holder for all activities related to Health Protection, and contributeto the formulation of department/programme budgets and financial incentives.

Develop inter-agency andinterdisciplinary strategic plans and programmes, with delegated Board ororganisational authority to deliver key public health targets for BedfordBorough, Central Bedfordshire and Milton Keynes Councils.

Workwithin a clinical governance framework, ensuring accountability forprofessional advice and decisions, continuously improving the quality of publichealth services, and safeguarding high standards of public health practice inthe team.

Undertakeor commission research and audit according to local needs and translateresearch findings into public health practice.

Providesupervision and contribute to training e.g. Public Health Specialty Registrars,and encourage the development of the Public Health Team as a strong trainingplacement for Public Health Specialty Registrars and Public HealthPractitioners.
