Job summary

An exciting opportunity has arisen for a dynamic and highly motivated Programme Manager with experience in a construction, engineering, surveying or design background to join the capital funded project delivery team at Powys Teaching Health Board.

We are looking for applications from individuals who would like to be part of a knowledgeable and dedicated capital project team and who aspires to continuously create exceptional environments for our staff, patients and communities across all of the Health Board sites. The post holder will be responsible for the delivery of a portfolio of projects within PTHB’s capital programme from inception to completion and operational integration.

Projects are wide, varied and frequently of a challenging nature but the successful candidate would be supported by, and be able to draw on the knowledge of a team of highly experienced professionals for whom healthcare and the desire to make a real difference within the organisation is a priority.

Main duties of the job

Contribute to the delivery of the Health Board’s capital programme to ensure that projects are completed within budget, programme and quality parameters.

Provide Powys Teaching Health Board (PTHB) with strategic Estates related advice for business case development and capital developments.

Responsible for the management of project managers within the team, including all Workforce and Operational Development practices as required.

Reporting to the of Head of Capital, the Programme Manager will be primarily involved in ensuring the delivery of the Capital pipeline including line management responsibilities within the Capital Team

Develop policies and strategies for the implementation of the capitalprogramme to improve the built environment for patients and staff.

Advise and report to the Health Board on all matters relating to the building and infrastructure elements of the capital programme.

Influence the development of the 5-year rolling capital programme and ensure sufficient resource is available to support the delivery of the Estates Strategy.

Ensure that design approval and procurement of works are in accordance with the Capital Investment Manual, Health Boards Capital policies and procedures, NHS guidance and the law.

Undertake the role of Project Director for major construction and development schemes and monitoring the project to ensure that set objectives are met.

Monitor the financial status of programmes and projects, ensuring regularreports are available to the Board of Directors.

Ensure Information resources (drawings, reports and any related data) is kept up to date and available to the Board of Directors.

Manage the workload of the Project Managers, to ensure that all works ofengineering or construction meet agreed quality standards.

Manage the integration of activity areas, liaising with staff to ensure that capital works practice and standards are delivering appropriate maintainable outcomes and that development schemes include equality impact assessments.

Ensure that sufficient liaison is undertaken with the Maintenance Teams toensure that development schemes are designed with due consideration tofuture maintenance requirements and that a smooth handover to operational management is made.

Essential

  • Degree in a Property / Engineering /Architectural / Engineering related discipline
  • Master’s level qualification in Property/Building/ Architectural/Engineering discipline: or have equivalent academic knowledge gained through training and experience
  • Member of a Chartered Institute of a relevant institution (Building, Mechanical or Electrical)
  • Significant practical experience of management of construction projects
  • IT skills including Microsoft packages (incl. Project, CAD software, risk management software / Up-to-date knowledge of Health and Safety on and around construction sites
  • Up-to-date knowledge of Health and Safety on and around construction sites

Desirable

  • Accredited Project Management qualification
  • Detailed understanding of the principles and practices of capital scheme procurement, construction project management and the processes used within the NHS
