Job summary
At the ICB we are looking to recruit to a fixed term Workforce Development Officer (Health Inequalities/Population Health and Prevention) who is committed to systematically tacking health inequalities and to understand the data and the landscape to identify short and medium term initiatives to improve capacity and capability. This could also be secondment opportunity for Trusts, LA’s and Primary Care staff.

Main duties of the job
Providing excellent programmemanagement and co-ordination of a broad range of complex activities withinmultiple projects, across a range of partners and stakeholders, adjustingworkstreams based on business needs
Adept at handling sensitive data fromacross ICS and its triangulation to inform decision making at a strategiclevel.
Managing own workload to make informeddecisions independently, on behalf of projects with appropriate and timelyescalation.

The North East and North Cumbria Integrated Care System (ICS) is committed to systematically tackling health inequalities, and to understand the data and the landscape to identify short and medium term initiatives to improve capacity and capability. The post holder will work with a range of partners across the ICS to:
Ensure the health and care system in North East and North Cumbria, considers workforce issues through a health inequalities lens, providing excellent community engagement, good employment experiences, well looked after staff, appropriate job opportunities – supporting peoples career and/or personal development ambitions to promote a work-life balance.
Ensures we work with our communities to expand opportunities, attract, nurture and retain a talented and diverse workforce within our system, and address workforce supply issues now and in the future along with offering meaningful employment opportunities for local people.
This will include ensuring effective engagement of patients, professionals and partner organisations in activities that support the delivery of national outcome ambitions in line with local needs and resources.
Create a holistic system wide approach to developing inclusive careers, supporting our workforce and educating our populations on the issues around health inequalities.
A specific health inequalities and workforce plan has been developed with 5 key priority areas of focus:
1. Anchor institutions – explore opportunities with the regions lead organisations around employment and economic growth within our communities.
2. Recruiting from our communities – work across the system to widen recruitment from underrepresented communities to ensure our workforce represents the diverse population and demographic makeup of the North East.
3. Promoting Making Every Contact Count – support a regional offer.
4. Health Inequalities Training and Knowledge – establishment of Health Inequalities Academy.
5. Health and Wellbeing of the workforce – support staff wellbeing and equality and diversityThe post holder will be central to establishing and driving forward a programme of work centred around the above priorities, working with a diverse range of partners and networks.

- Knowledge of health service management.
- Significant experience of Programme Management methodology or equivalent experience.
- Knowledge of current NHS / Social care landscape.

- Must have an understanding of the health inequalities and appreciate the implications of this on leading improvement and improving outcomes.
- Experience of matrix working and/or achieving improvement outcomes through collaboration across partner organisations.
