The Job

MAIN PURPOSE

To assist in providing engineering services as part of a multi-disciplinary consultancy service, in line with the Council’s principles, policies and standards agreed by the Management Team of Growth & Infrastructure, to meet medium and long term objectives and to comply with Government and Council goals and objectives.

MAIN RESPONSIBILITIES

To ensure clients receive a quality service which delivers their objectives

To carry out engineering tasks associated with feasibility studies, appraisals, design, construction management, cost control and project management in the fields of traffic, highways, bridges, structures and highway maintenance.

To prepare and monitor design briefs, fee bids, costings and programmes.

To project manage the delivery of engineering related projects from inception to completion. Ensuring projects are delivered to budget on time and to the required quality.

To procure consultancy and contractor services to support the delivery of services and works including the use of the NEC form of contract for works and services undertaken by the Engineering Section, other areas of the Unit and at times for other Service Units of the Council.

To monitor all works against programme, quality and budget.

To deliver a wide range of projects and services (including sustainable active travel transport improvement, highway structures and highway maintenance) in a cost-effective manner and to offer technical advice on engineering and construction related issues.

Respond to complaints and escalate issues and resolve problems from internal and external customers.

To work with and negotiate with stake holders to promote the Council’s objectives and achieve project delivery.

To resolve problems where the optimal solution may not be immediately apparent where they may be only partial or conflicting data and a range of options available.

To comply with all decisions, policies and Financial Regulations of the Council and any relevant statutory requirements, including Equal Opportunities legislation, the Health and Safety at Work Act, CDM Regulations, Freedom of Information and Data Protection Act.

To undertake any other duties as required commensurate with the level of the post.

Continued Training and Development

The post holder will be encouraged to develop the appropriate technical and professional skills, including the use of technical applications such as AutoCAD, design software and databases as appropriate.

The post holder will be offered the opportunity to follow the Council’s training scheme registered with the Institution of Civil Engineers or encouraged to follow an alternative route to professional registration.
