Senior Housing Needs and Allocations Officer

Main purpose of the job

  • Carrying out housing assessment reviews under part 6 of the housing act
  • Complex Housing Registry casework
  • Project work
  • To investigate and assess applicant’s eligibility and priority in accordance with the Council’s Housing needs register and allocations policy.
  • To administer the Council’s choice-based lettings service for advertising and allocating social housing.
  • To nominate eligible applicants to Registered Providers (RPs) in accordance with the Council’s and RP’s Housing Register, allocations policies and nomination agreements.
  • Duties and responsibilities

  • To provide support to applicants on the Housing Register to enable them to bid for suitable homes.
  • To assess and select eligible applicants for nomination to properties owned and managed by Registered Providers (RPs) in accordance with the Council’s and RP’s Housing register and allocations policies and nomination agreements.
  • To verify the details of applicants as part of the nomination process, wherever necessary
  • To ensure the provision of an assisted bidder’s function in line with the Council’s Inclusion Strategy on behalf of applicants unable to use or access our Choice Based Lettings system
  • To administer the Council’s choice-based lettings system including creating and uploading adverts, liaising with RPs, shortlisting and updating applications with outcomes of nominations.
  • To carry out specialist back office assessments of applications made to the Housing Register, when necessary, including investigations into eligibility, such as habitual residence tests, qualification to join the register, financial assessments and health and housing assessments.
  • To maintain and provide statistics relating to the Housing Register, nominations and housing needs.
  • To undertake administration in relation to Housing Register applications, including re-registration and renewals, demotions, suspensions, re-assessments of priority band and date and removals of applications
  • To ensure that the Council’s statutory obligations are fulfilled in relation to housing needs register applications and that the various housing options open to applicants are identified.
  • To carry out health and housing award assessments and social and welfare award assessments and amend the application accordingly in line with the Council’s Allocations Policy making recommendations for approval by The Housing Solutions Manager where overriding Band 1 priority is being considered.
  • To receive space and crowding assessments carried out by the Council in accordance with the Housing Health and Safety Rating System (Housing Act ) and to update and amend applications accordingly.
  • To provide advice and assistance to, and to work in close partnership with, other officers within the Strategic Housing Service, the Customer Service Centre and RPs to provide a joined-up housing needs and allocations service for customers.
  • To undertake special projects in relation to housing needs and allocations as required.
  • Any other duties commensurate with the level of the post.
  • Monday to Friday office based within Chelmsford

    £14.15 to £16.11 per hour depending on experience PAYE paid weekly

    Previous experience within the housing teams essential

    Proficient use of of various ICT systems essential
