The Head of Construction Safety, Health & Environment (Head of Construction Safety H&E) is accountable to the Director of Infrastructure & Projects for the safe delivery of all inspection, maintenance, refurbishment and renewals projects undertaken by the Property, Structures, P¿Way, S&T, Renewals and Major Projects departments including the co-ordination of these works and their inter-dependencies. The spend associated with these projects / works is estimated to be in excess of £150m / annum. The postholder is responsible for the overall integrity and coherence of the delivery programme in relation to safety, health and environment. The postholder will develop and maintain the safety framework required to support and enable all construction works undertaken with Infrastructure & Projects. The post holder will be responsible for developing and implementing strategies, plans and procedures to facilitate the safe delivery of all revenue and capital expenditure and influencing the overall safety culture. The postholder will lead the team responsible for the design, control and implementation of health, safety and environmental standards and management system. Essential Criteria  ¿ Minimum of a degree or equivalent in a Construction related subject.¿ Minimum of 5 years¿ experience in managing safety and environmental issues on major, multidisciplinary projects (> £20m) and highly complex programmes to satisfy operational needs and customer aspirations.¿ Minimum of 3 years¿ experience in the rail industry.¿ Experience of fulfilling the Principal Designer role and ensuring compliance with the CDM Regulations.¿ Experience of developing strategies to plan and deliver continuous improvement in safety in a construction environment.¿ Experience in undertaking accident investigations in a construction environment.¿ Experience in undertaking complex internal and external stakeholder consultation and successfully identifying and resolving conflicting stakeholder aspirations¿ Experience of managing staff, allocating and managing workloads within a busy construction / operational environment.¿ Experience of achieving compliance with internal safety procedures and external legislation, guidance and industry best practice in a construction environment¿ Member of a relevant professional safety institution e.g. IOSH or willing to achieve within a defined timescale.¿ NEBOSH Diploma in Occupational Safety and Health.¿ Full driving license and access to a vehicle.
