Overview
Pertemps Recruitment on behalf of Buckinghamshire Council has an exciting opportunity for a Business Continuity Officer to join the Corporate Finance team in their Aylesbury office (HP20 area). Working alongside the Council’s Risk and Business Continuity Manager (BCM) you will assist in all aspects of their BCM duties and act as their deputy during a major and other less serious emergencies, providing advice and support to the Council’s Strategic (Gold) and Tactical (Silver) response Groups. You will manage and develop the Council Business Continuity function; reasonable for the development and maintenance of the Council’s business continuity plans as required by the Civil Contingencies Act 2004 and ensure the Training of Council staff in the emergency roles that are required to implement these plans. Liaising with the Resilience Service in the event of responding to emergencies, that require the invocation of the Council’s emergency and business continuity plans.

About the role
As a Business Continuity Officer you will have a number of responsibilities including, but not limited to the following:

  • To act as the lead role in ensuring preparedness and readiness of the Council should there be a disruption to key services.
  • Together with the Risk and Business Continuity Manager, to develop and embed the Council’s Business Continuity Management Policy and Framework and ensure it remains fit for purpose.
  • Oversee the delivery of annual work programs in Business Continuity Management and, to be executed through regular assurance and compliance reviews and inspections.
  • Plan, co-ordinate and deliver programs of training to members, staff and partners to ensure robust frameworks are in place for all aspects of Business Continuity.
  • To assist in producing, maintaining and making available the Council’s business continuity plans, to ensure that the Council is able to respond to and recover from an incident affecting its normal business.
  • To prepare effective written briefings, reports, papers and deliver effective training, presentations and oral briefings.
  • Managing and maintaining the back end of the ClearView Software i.e. adding new users, fields, contact details, reporting functions as required, and oversee the implementation of BCM Plans onto the ClearView System for all Directorates across the organisation, providing help, advice and training as required.
  • Chair the quarterly Business Continuity Management (BCM) Working Group meeting.

This is a temporary position for six months, though there is potential for this to be extended further. The pay rate is £19.55 per hour, and you will be working full time, 37 per week (part time hours available if preferred). Buckinghamshire Council are currently working on a hybrid basis where you will work in the office 2+ days per week and remotely for the rest of the week.

The Aylesbury office is conveniently situated in the town centre (HP20 area) with great transport links including a local train station and excellent road connections to the M25, M1, M4 and M40

About you
Previous experience working within a Business Continuity post or similar is a requirement of this role as we need someone to hit the ground running.

The work of the team is varied and fast-paced so we are looking for an experienced and highly organised individual who can manage competing priorities and work independently and as part of a team. You will need to be empathetic with our service users and able to use your initiative when dealing with queries.

Comprehensive knowledge of relevant processes, systems, policies and procedures will be essential, as will good knowledge of other areas of the authority relevant to the service.

Bringing excellent ICT skills, you will have experience of standard packages, including MS Office, Excel, and may include use of bespoke databases etc.

Due to the frequent liaison activities, excellent written and verbal communication skills are essential.
You will need to be highly accurate with attention to detail. You must be able to prioritise and work to deadlines.
