Our client, a market leading financial services organisation, are currently recruiting a Programme Manager to join their Regulatory Change Portfolio, to lead the design, planning and delivery of large scale, complex and/or high-profile project or programme. To ensure that all project elements required are planned, captured, scoped, priced, negotiated and delivered efficiently and effectively and in a compliant manner.

This role will provide leadership, management, and governance within complex programmes. Ideal for candidates with strong project experience and a track record of hands-on delivery along with excellent stakeholder engagement, and people leadership skills.

Experience Life and Pensions, Regulatory change, Migrations, Business Readiness and /or working across all Asset Management functions, Actuarial and Finance would be helpful.

Key Responsibilities

  • Strong leadership and management skills, including line management of project managers and creating a sense of community amongst the members of the programme
  • Work with Business Sponsors, relevant stakeholders, and the project/programme team to scope, define and plan the project. This includes ownership for producing a commercially viable Business Case in line with business strategy
  • Designs an appropriate project/programme governance structure and source appropriate resources to ensure projects are adequately resourced; especially where resources are specialised and/or limited and therefore challenging to secure
  • Use advanced tools and techniques to an expert level to maximise the benefits these tools can provide to project delivery. Be prepared to take personal responsibility for making difficult decisions often in ambiguous situations
  • Implements and operates an effective and robust governance and control environment for the Programme / Projects in line with the Change Management Framework
  • Identify and actively manage stakeholders (typically up to Management Board/EXCO) to ensure project sponsor, steering group (including Executive) and other stakeholders are kept informed of project progress
  • Often working in a complex, ambiguous, high pressured and time constrained environment managing across multiple business units, third parties and strategic partners
  • Drive long term behavioural change across the business in effective planning, adherence to time, cost, quality targets
  • Provide strong leadership and critical decision-making skills to support the organisation in both the delivery and the adoption of large-scale complex change
  • Effectively managing programme and project teams with limited resources within a cost pressured environment
  • Has significant authority and responsibility for the delivery of large scale, complex projects/programmes of change from inception to project closure

What We’re Looking For

Essential

  • Experience managing large scale projects within Regulatory change
  • Ability to manage Projects remotely, either in house or through outsourcers
  • Excellent stakeholder management skills with experience of influencing senior level stakeholders
  • Ability to work positively with the wide range of individuals involved in the projects/ programmes
  • Strong leadership and management skills, able to create a sense of community amongst the members of the projects
  • Project level financial/ budgetary skills
  • Experience of risk assessment and management principles and processes
  • Experience of delivering large regulatory programmes

Desirable

  • Prince 2 (or similar Project Management Accreditation)
  • Solvency II experience
  • Certification – Associate of Project Management (APM) – PMQ level or equivalent
