Job Title: Senior Human Resources Officer
Responsible to: Human Resources Manager
Overall Purpose of the Job:
To provide a comprehensive, high quality, efficient and cost effective service on complex human resources issues of both a general and specialist nature, ie disciplinary, grievance, capability, ill health, harassment, general reviews, ET’s and TUPE.
Principal Accountabilities:
1. Promote and provide effective and proactive communication mechanisms and employee relations with employees and recognised Trade Unions.
2. Provide a professional and proactive approach to ensure that the Council takes the necessary steps to meet current and future employment legislation requirements.
3. Research and prepare reports on behalf of the Director of Corporate Resources, Head of Human Resources and Committees as necessary.
4. Understand and apply local and national conditions of service, ensure consistency of implementation and management across the Council of policies and procedures.
5. Manage, lead, support and develop Human Resources Officers to help meet the section’s objectives.
6. Undertake research as directed, report on findings and make relevant recommendations.
7. Set clear targets and standards of performance, monitor performance and ensure processes are in place to support or report on areas or individuals not performing to standard.
8. Represent the Directorate as directed on committees, working groups at meetings etc.
9. Ensure robust systems and processes are in place, take remedial action where appropriate to enable data collection, control and validation in accordance with the data quality policy.
This includes:
* Ensure a validation process is established and maintained.
* Establish robust systems controls to meet performance indicator definitions.
* Ensure responsible officers receive appropriate training.
* Ensure roles and responsibilities are clearly defined.
* Ensure PI definitions are correctly applied.
* Carry out risk based samples to ensure the data quality policy is being followed.
10. Work at high level of initiative with minimum supervision to support the Directorate by undertaking complex high level HR Project work of corporate importance.
11. Co-ordination of monitoring reports and review of associated HR policies, procedures and protocols as directed.
12. Provide standard/ad hoc monitoring information for HR service plan and performance.
13. Provide advice and guidance on equality management and review, develop and implement policies and practices in equality and diversity management including equal pay.
14. Responsible for interpretation and translation of pensions advice and guidance into working policy and practice.
15. Implement the Council’s Early/Flexible retirement schemes.
16. Research and advise on effect of Government policy, legislation and EU directives to ensure the Council is aware of the necessary steps to take to meet current and future employment legislation requirements.
17. Undertake appropriate training and deliver appropriate HR training courses as required.
